SITA UK submits proposal of application notice for gasification facility at Binn Farm

SITA UK is today (26 May) submitting a Proposal of Application Notice (PAN) to Perth and Kinross Council outlining its plans for a waste gasification facility at Binn Eco Innovation Park.

The PAN briefly outlines the proposed development and details the public consultation activity that SITA UK is undertaking over the coming weeks.

The company has already been liaising with local community councils and is hosting three public exhibitions in the villages nearby the site, namely Strathmiglo, Glenfarg and Abernethy.

The dates and locations for the public exhibitions are:

  • Strathmiglo Village Hall - Tuesday 22 June 2010 - 2-8pm
  • Glenfarg Village Hall - Wednesday 23 June 2010 -  2-8pm
  • Masons Hall, Abernethy - Thursday 24 June 2010 - 2-8pm

They will give local communities a chance to examine the proposals and ask any questions they may have about them.

The new proposal will be for a 60,000 tonne per annum gasification facility that will manage municipal waste, and possibly small amounts of business waste, processing it with a technology which provides a clean and efficient conversion to electrical power and heat.

It forms part of wider plans to develop the Binn Eco Innovation Park. Led by Binn Skips Ltd, the Park would also include other sustainable waste treatment facilities and clean technology businesses.

Martin Cracknell, Strategic Development Manager for SITA UK in Scotland, said: “The proposals on show will only be draft proposals at this stage. This is an important part of the planning process, and we’re looking forward to the opportunity to explain our plans to local communities and answer any questions they may have. Our aim is to submit a full application later in the year, and the issues raised during these sessions and the pre-application consultation process are very important to us as they can help us refine and improve our proposals.

He added: “Gasification is emerging as an effective way to manage waste at a community scale, recovering energy from residual waste that would traditionally have been landfilled.

The waste gasification plant will require planning approval from Perth and Kinross Council and a waste permit from SEPA before it can operate.

Should the application be successful, the gasification facility will replace plans for a 60,000 tonne per annum energy-from-waste incineration facility, which was granted permission by Perth and Kinross Council in September 2007.
